The construction of Chenzhou's high-speed transportation and the overall improvement of its quality have been vigorously launched. Transportation construction has been included in the city's comprehensive performance appraisal, and the work pattern of "mobilization of the whole Party, support of the whole people, linkage of cities, counties and villages" has been established.

In recent years, more than 60 billion yuan has been invested in the construction of transportation projects in Chenzhou, including about 38 billion yuan invested by local governments to speed up the development of public transport and realize the integration of urban and rural passenger transport, and transport buses to the countryside.

Chenzhou Municipal Government issued the implementation opinions on promoting the integrated development of urban and rural road passenger transport, and the implementation plan for the public transport transformation of township passenger buses in Suxian District, Beihu District, Chenzhou City. It was required that by 2020, the city will basically realize the integration of urban and rural transportation, and the public transport ratio of passenger vehicles in the city will reach more than 60 percent.

Chenzhou City has issued comprehensive supporting policies for the integration of urban and rural passenger transport. The two-level governments of Chenzhou City and county have included the integration of urban and rural passenger transport into the public financial budget, increased the support of public finance, land and other policies, and subsidized the new buses purchased by the main body of the transformation, with each air-conditioned vehicle subsidized by 120000 yuan and each ordinary vehicle subsidized by 100000 yuan. Chenzhou Transportation Bureau has creatively implementd four urban-rural passenger transport integration modes of the urban public transport, intercity public transport, suburban public transport and regional public transport. Chenzhou City has invested more than 1300 new energy buses, opened 233 rural passenger bus lines, and owned 22 standard buses per 10000 people, far exceeding the provincial well-off assessment goal.

Great traffic changes boost economic development:

Relying on the perfect and convenient transportation network, Chenzhou City has a vigorous development momentum. Chenzhou High tech Zone has been upgraded to a national level high tech zone and has become one of the "100 billion parks". Jingui Bank has been listed on the market successfully, and the logistics development has sprung up. Two 5A level modern logistics enterprises have been added. Jinhuang Logistics has been listed on the "new third board". The postal express industry is developing at a rate of about 50 percent every year. Chenzhou has a national level leisure city and a pilot city for comprehensive reform of the national service industry , national e-commerce demonstration cities and other gold signboards.

Green management creates ecological transportation:

Chenzhou City has actively innovated ideas and measures, comprehensively promoted the refinement of transportation management, and improved the level of service development and people's livelihood. In addition to the overload control work, there are many bright spots in the work: reform the highway management and maintenance system and mechanism, explore the implementation of market-oriented maintenance and government purchase services, and maintain the excellent road condition rate at over 97 percent. In the national highway inspection, it is the only city in the province that has not deducted points.

Chenzhou has built an ecological road corridor, fully implemented forest construction on national and provincial trunk roads, garden construction on important nodes, dense forest construction in some areas, new forest construction in a centralized way, and forest construction in special areas, completed more than 2600 kilometers of road corridor lighting project, and created a batch of most beautiful rural tourism roads.

Chenzhou has also implemented high-level energy conservation and emission reduction, eliminated about 2000 yellow standard vehicles, added more than 1300 new energy buses, implemented "green auto repair", eliminated 177 gasoline outboard hanging speedboats and old passenger ships. Dongjiang Lake took the lead in realizing "zero discharge" of domestic sewage in the whole province, and Zixing City was designated as the first county-level government to promote the promotion and application of LNG clean energy power for passenger ships; fully promoted the Internet + transportation, and built a monitor system, a bus intelligent security system and other platforms.
